Sort of depends on how complicated you want the helicopter. The minimum is one LinearVelocity relative to the helicopter for movement and a BodyGyro for rotation.
Something more realistic would have a constant thrust upwards relative to the helicopter, while using rotational forces to angle the body to move and turn. However, this is much less intuitive to control, even if realistic.
