I find a lot of links on the forums that do not lead to twitter, twitch or any other websites that are associated with the original ROBLOX platform. I am curious on why offsite links are only allowed on the forums, and not the platform.
The Forum contains a more mature audience 13+, so offsite links are allowed other than in bulletin board. As per the main website, there is no way of knowing if the offsite link contains a swear word or anything of that nature. Let alone if the link isn’t shady. And keep in mind the audience is not mature like how it is in the Forum.

The roblox Community isn’t mature like the dev forum community which explains how roblox moderation is more strict on their website than here.
Not true. Offsite links aren’t allowed in the Announcements category, in the Resources category and generally in every category that is accessibly by every user, even if he is not logged in.
Yeah as @TheCarbyneUniverse said, it has a more mature audience and sometimes the websites can link to other things with ‘dangerous’ links or advert scams. On the ROBLOX platform there is a lot of young people who do not fully understand the whole concept of the internet.
Simply; Because on the DevForum there are solutions on different sites then which are partnered to Roblox. In ROBLOX games, 99% of the time, offsite links are directing you to a scam website.
That, plus the fact there are much more moderators on here.
The forums tend to have a more mature audience. They are also smaller and easier to moderate
