Why cant i scale a part in place

i cant scale a part in place and to scale a part i need to move the part somewhere different then the place to make something

in that picture is where i want to place a part to make a floor and i am trying to make it bigger but i not working but it works when i move the part it will let me scale it

From what it seems, you are unable to scale a part when it is touching another part?

Ah, okay. You may have the collision box ticked on, causing your parts to collide with whatever it’s touching. Try turning that off.
