Why is my group payout restricted and is it permanent?

When I put my group ID (5212880) in this link https://groups.roblox.com/docs#!/Revenue/get_v1_groups_groupId_payout_restriction
and press try it out it says in the response that my group can not use recurring payout and one time payout.

Why is my group payout restricted and is it permanent?

I had something with my group with this and It just stopped after a while so it might just be that you have to wait x amount of days before you can payout?
