Why is the "No" symbol not allowed?

Hi, A while ago I tried to upload a UK road sign symbol. This one

(But on a traffic cone)
This was failed moderation, i thought it to be an auto moderator issue, but I was actually told that this symbol is not permitted on roblox by the terms of use. I was confused, maybe it was some offensive symbol i didn’t know was used in this manner, but on the wikipedia page for the symbol, it mentions no such things. Does anyone have an explaination of this?

The icon (of this design) being shown is banned because it is commonly used to show hatred to marginalised groups as part of a collection of clothing items.
