I want to create a game where only premium players can play, like a ‘Premium Lounge’ game. I want to know whether it is against TOS as it does seem as a way to solely leave out a bunch of the non-premium players.

The answer is 100% No. It does not break the TOS in any way. You are excluding an entire category of people… so unless your game is really entertaining, you will probably not get many visitors.
Premium only = more total premium payouts… it’s a cool strategy to make more money if you have a great idea in mind. Trade Hangout would’ve been yeeted and deleted if it was against TOS. Trade Hangout has both a premium only game that is impossible to access without Roblox Premium, and a non premium game as well.
So you might want to consider having a lounge for both types of users. It just makes everything harder for you by creating a game dedicated to such an exclusive community of people. Hope this helps!
