When using a custom mouse icon, it is normal for the default icon to show while mousing over the top bar. However, when the top bar is disabled, this still happens in the area where the top bar used to be, which doesn’t make sense.

The topbar is still there, just transparent. Another example is input. A button placed at the top won’t fire because the topbar is over it. Design choice I’m afraid.
