So I was planning on creating a game which revolved around a game already on Roblox called Tradelands. It will be quite different from the main game where I got inspiration from, but merely will be a tribute to Tradelands for being an awesome game in general, and basically covers a faction which has not really been shown in the game called Inyola. Would this be against the roblox Terms of Service? or could it be labeled under fair-use?

Contact the creators of the game, and ask them. Your main issue will be DMCA requests - if the owners give you permission, go for it. Otherwise, try not to “copy” any intellectual property without explicit permission.

Unless they have a legal claim over the ideas / characters used then you’re fine. However, you can never use the direct assets from the game without the creator’s permission.
