Recently, I had the idea of making a game where you would get boosters (like Pokémon card packs or D&D miniature booster packs) full of miniatures of your favorite Roblox characters by winning battles or buying them from a shop for a in-game currency so you could use the characters to battle other players. Would a game like this that relys on rng to get cool characters from a luck based chest/loot crate system be allowed on Roblox or would it count as gambling and get me banned.

Chests/Loot Crates are fine in most forms as long that, if the crate is bought with Robux, you need to guarantee something in return, and it’s currently the case, even if he gets a bad character from it, it won’t be considered a scam, it’s very similar to Limited Simulator somehow.
Make sure to state out percentage of chances to avoid making surprises to the user, such as :
e.g :
- Common 50%
- Rare 30%
- Legendary 20%
Listed in-game, in a clear way

I see now. Thanks for the clarification.

This sort of low stakes ‘gambling’ is okay as there’s no loss, it becomes a problem when there is the option for a player to not receive anything and it’s in favour of the developer.
E.g. 99% chance of nothing, 1% chance of reward.
