The game would be like the #collaboration category, where people could showcase their portfolios and look for people to recruit for their team.
Since I couldn’t find one, I thought I could make one myself. But before I do this, I’m wondering if the game would be against ToS.
I know the game would kind of be pointless in a way, because you could just come to DevForum and look for a job or hire people.
Plus, the moderation system built into Roblox’s chat network would make it a little hard for players to communicate effectively.

I don’t think that the game idea you proposed would violate the Roblox ToS. Hangouts aren’t against the rules and neither is showing off your work and teaming up to create new things. The only thing I am unsure about is offering services for USD, which many developers do. You might want to look into that specifically.
Well, there’s this game (an updated version of this game) owned by this group which lets you recruit anyone, including developers. It’s called the Group Recruiting Plaza and it’s pretty popular.
Not sure if this answers your question, but something sort of similar already exists.
@Eurocracy Thanks for your input! If I were to apply a set of rules (relating to the ToS) that the players have to abide by when they first join the game (or else they’d be reported/banned or something), would that work?

I think that would solve the issue yes, I don’t expect you to get any problems with moderation if you go through with this. The Group Recruiting Plaze Macawmangrovve12 mentioned is definetely not in violation of the ToS.
