No not necessarily. E.g. if the account email was changed than you would not get any emails about it for that reason. You should contact support and or try to reset the password, it is almost definitely hacked.
You definitely got hacked if you did not contact support about 2FA.
If you can log in try doing the following:
If your password didn’t get changed, change your current password in case the account’s password has be compromised.
Log out of all other sessions after changing the password to your account.
Add a PIN, it may or may not help you in the long run.
Report both of the deactivation of your 2FA to support, and say your account may have been deactivated by a support member thinking you asked to deactivate the account.
If you can’t log in:
Contact support with your email you used to create the account.
Make a can’t login/my account has been hacked ticket.
They might ask you to confirm your account ownership by providing them some information
You might get your account reverted
Please note: Roblox staff wouldn’t ask you for your personal info like SSN, or card number.
They would ask for either your phone number, billing email, or transaction id.
Might want to also report the staff member that deactivated your account’s 2FA, as they may have done it in a weird reason.
Other than that if you followed it correctly you would get your account back. But if not, I am sorry, your account has been hacked, I am sorry, we can’t help you past that.

Sorry for late response, 3 of my accounts also got data breached and almost got compromised about 18 hours ago, which i just fixed. But anyways to your question, there is no best option since everything can get compromised. I would only suggest billing address (email) would be your best bet.
I am also going to say that your account and my accounts may have been in the same breach.
That is true. But in my case, I had a data breach which is connected to one of my emails. Which is harder to get back if it gets compromised. But with Roblox’s case, they just unlocked your account if you own it, with a billing address, instead of using transaction ids which isn’t really a bad idea if the account got hacked.
I suggest making a I got hacked support ticket, doing the 2FA support ticket won’t really help you that much. They will just send that over and over which wouldn’t really do anything to help you recover the account.
This same situation happened to one of my friends. Roblox removed her email from her account and reset her password, and she could never log in again. Support was, of course, not helpful, so she was forced to make a new account despite the situation being easily resolvable had Roblox simply not removed the email from her account.
Congratulations, but I would like to remind you that marking your result as a solution isn’t how you use the function, you should mark the one who you followed or gotten the steps from as a solution, unless you did it on your own, with no replies then you can mark your result as a solution.
