Alright, I just got the confusion
Hesse is a region in Germany, and Frankfurt is a city in the region of Hesse.
So technically, Hesse is referring to Frankfurt in this situation.

And now, The LuoBuLesi (罗布乐思) Service has been temporarily suspended in China. No more LuoBu players. but the chinese players can use like UU booster or VPN to play Roblox. Because roblox blocks Chinese players and redirects connections to LuoBuLeSi(罗布乐思) .
LuoBu isn’t going to come back. It was a nice thought, but it would have never worked in the long run.
Here is some other issues I found out
Appearently some servers have significantly lower capcity than others, like netherland server 128.116.13.0/24 only uses 128.116.13.1 as I see it, causing it to have extreamly low capacity, in the other hand, Germany server takes up more IP blocks and uses lots of ip address, making it really common in the EU region
Interesting. I am going to compile a list of the server IP’s that ROBLOX uses for their servers.

Using Wireshark to grab roblox server’s IP, and website’s IP, forced opened a few custom region server with Windows firewall.
Can you please describe your process?
First I opened up wireshark and selected wifi, joined a game server, and see the majority of the traffic when the game launches, thats how I got the IP address, the screenshot can be seen below for the wireshark interface

According to ipinfo.io, 128.116.7.0/24 is used for indian servers, sometimes ipinfo is right and sometimes db-ip is
imo I find Palo Alto, New york server unnecessary considering they have good connectivity from other server, but they should spend their budget on the location which has bad connectivity overall, adding servers to location like:
São Paulo, Brazil
Johannesburg, South Africa
Sydney, Australia
Maybe I should add this as a new post, like in feature requests

Can you connect to a D.C. server and tell me it’s IP please?
I joined 2 of them:
The first one: 128.116.70.32 (I’m monitoring how this server is and how roblox distribute player to a DC server)
Second one is 128.116.71.56
Both of those IPs link to Reston, Virginia and not D.C. That is an issue on RoPro’s end sadly.
