AnimationTrack:SetScale

With the release of skinned meshes we have a lot more power at our disposal when it comes to creating lifelike animations! However, we cannot scale the translations in animations because there is no way of doing this dynamically.

This means, we cannot make a model that is both animated and resizable. We need to re-export different versions of our animations which is a memory, bandwidth and time loss. It also means we have to settle with preset sizes of rigs rather than having full scaling support.

This API suggestion might not check all of the boxes, so I want to get the discussion started since this will be critical to skinned mesh usage going forward!
