Are Card Games like Blackjack Allowed on Roblox Without Gambling Mechanics?

I’m exploring the possibility of creating a Roblox experience that allows players to enjoy classic card and board games against the computer or other players, with absolutely NO gambling mechanics whatsoever.

Concept

The game would include traditional card games like Five Card Stud, Blackjack, and Rummy, with plans to expand to games like Go Fish, Solitaire, and other classic card games. Over time, I’d add board game-style experiences such as Backgammon and possibly Bingo-style games, making sure everything is non-trademarked. I’ve also considered adding retro arcade-style games to round out the experience.

The goal is to create a space where players can enjoy classic games, learn different mechanics, and have fun, without any gambling-related elements.

No Gambling Mechanics AT ALL

To be absolutely clear:

  • No betting, no virtual currency, not even points, and no gambling elements of any kind.

  • The only competitive feature I’m considering is leaderboards that track wins and losses against other players, but not against AI.

  • If I add monetization, it would be strictly cosmetic-only with nothing that could resemble gambling. The worst I could imagine off the top of my head would be something like paid access areas in the game but I can’t even think of a way I’d want to do something like that.

  • An example would be a game like Blackjack where at the end it would just say “You win!” or “You lose.”, and that’s it.

Questions for the Community

  1. Would this be allowed under Roblox’s policies?
  2. Would it be subject to age restrictions?
  3. Could games like Blackjack or Five Card Stud, even with no betting, currency, or wagers of any kind, still be considered gambling just because of their real-world association?
  4. Has anyone created something similar, and if so, how did Roblox respond?

Since these games would be playable both against AI and other players, I want to be sure I’m fully compliant before putting serious time into development.

Let me know what you think. Thank you in advance for any feedback you can provide.

For context, I made a test example:
(Yes, I realize I forgot to make the red cards red but I’ll probably make actual graphics cards for the game)

Once again I stress, these particular games are NOT going to be the theme of the game, but rather that they will simply be part of it. There will be lots of games, including Chess, Checkers, and tons of other games. I’d like to even make a pool table but that one I think will be later down the road because the way I’d like to do it I think will be difficult, especially making an AI to play with.

In the other discussion I attempted on this listed in the Note, this is where I “think” the answer falls.

  1. Since there’s no gambling or simulated gambling, I believe this should be okay. I was informed of a game named “Twenty One” which is just another name for Blackjack.

  2. Much like Twenty One, I think I would be age-restricted because it contains “gambling-themed” or “gambling-related” imagery. I noticed Twenty One has an “Unplayable Gambling Content” maturity advisory.

That feedback was sent in a private message because the post was removed, but I would really appreciate as much feedback on this as I can get. When it comes to Terms of Use, I find it way better to be safe than sorry.

Topic & Category Note:

Originally, I posted this in Developer Discussion because that was the only category I had seen Terms of Use really discussed. However, my post was flagged as being in an inappropriate category. Moderation told me to post in Help and Feedback, and this is the only topic of that which wouldn’t explicitly exclude this from the topic, so there’s literally nowhere else to post this.

I would guess that based on the guidelines, Developer Discussion would be the most appropriate, and I even asked AI which thought the same thing, but this is really the only topic myself or AI could not exclude this post from belonging in.

I suppose you are going to have to mention it in the maturity information. I found this game that does so.
