Ctrl+5 sometimes bound to Transform

Even once unmapped, the Transform tool activates on Ctrl + 5.

Here, I am pressing Ctrl + 1, Ctrl + 2, etc. On Ctrl + 5, the focus switches to the Transform tool.

Expected behavior

I do not expect anything to happen - the keybind should be free for plugins to use.
