I’ve seen similar disappearances in my place, but I can track it down to using a SpecialMesh set to Cylinder to create a railing on a walkway. The Part is about 2.5 studs above the floor and CanCollide true so players can’t easily walk up to it and climb it, but it appears as a pipe railing at approx. 2 studs high.
When the camera moves while viewing through it Parts, Unions, and MeshParts behind it start flickering like in your video. I found this post that seemed similar and posted my issues with it. The original post seems to be more what you’re experiencing though.
