Engine lowers texture quality of all GUI labels... again

Bug got reintroduced and original post got locked.

Same machine, same everything. What “fixed” it last time did not fix it again and its starting to get annoying. Now, no amount of fflags changes, reinstalls, or anything fixes it.

Original bug report (now locked):

Specs:

  • i3-2350m
  • Intel HD 3000

The specs aren’t great but that doesn’t mean a GUI texture needs to be downscaled, those are the least intensive part of the game and downscaling textures four times can make games unplayable.

Expected behavior

Texture quality isnt reduced to the point that 16x16 textures render at 4x4

Seems to be related to launching the game with DX10

I have a much much lower end device and the game doesnt hang for 30 seconds on launch like on my Thinkpad and the textures are fine
