How could I go about making Mica styled UI?

I have been wondering about making adding some sort of gui texturing to my game that allows UIs to have a blurry tint of what’s going on behind it. Similar to Mica.

This is definitely something I don’t expect to be entirely possible, but I don’t know if anybody has messed around with this idea. This is not an urgent post; I am just wondering if anybody has ever achieved something like this before.

I heard it is possible to achieve something like that with mathematically positioning a glass part of semi transparent part perfectly behind the frame you’re trying to give that effect to.
