How do I create a notification system that you can use as a message for all servers?

Hello Developers,

I have been really interested in creating a working message notification system which you can update in game by an admin panel and it will show up for everyone in any of the game servers.

What will it do? It will allow you to type any text in the shown box below ‘Enter notification here’ and upon hitting submit it will make a box appear in the menu with your desired text, hitting clear will clear the text and the box.

Another brief example of the desired outcome is much alike to the ‘Fortnite’ announcement box

If anyone can help list a few sources or any scripts to help me with creating this then that would be very helpful, I will update progress with you all.
