I was messaged by a forum moderator to message the bug-report group for them to post my feature request, but that group is no longer active and I can’t mention them in a message. Is there another group I have to message now or am I stuck?
To post feature requests, you have to be a member of the “AllowFeatureRequests” group.” Only members of that group can post feature requests at the moment.
Problem is, new members aren’t being accepted into the group at the moment. It’s by design.
Bug reporting is open to anyone.

You could try hunting down someone who has access, but it’s not likely they’ll make the post for you.

In short, it’s the “scale limitations”, efficiency, and being able to respond to people with those two first things in mind.
They’re working on overhauling how the system works so that everyone will have the ability to post feedback. Currently, the feature request group is being used more as a gauge to see how many people actually care about posting feature requests.
This is almost exactly how bug reporting started off too. First, it was locked to certain long time users, then it became a group application process, and as of now it’s open to everyone by default. They’re applying the same logic with feature requests.
