How does UGC creator work?

I’ve come across this game [SOON⌛] UGC Creator 🎨 - Roblox, I think its amazing how it lets you create your own personalized UGC. however, How are they prompting the player to upload the ugc?

im guessing they export the custom mesh from the game, then an account that has the privilage to upload UGC takes that mesh and uploads it (im not sure it suprised me too)
