Is advertising your game against the rules?

So I saw this rule

and I was just wondering, does that mean advertising your game? If so, to the public or not?

I feel like it means, “Do not ask for developers to advertise products, services, or anything else” since I searched up the definition for solicit (sorry my vocab is not too good!). I am just making sure that I don’t end up breaking a rule if I advertise my game.

I’m not sure with this but if the game is Not considered as spam it’s ok

I saw one ADS called Underground war so I think it’s ok

Yes, advertising anything on DevForum outside of #bulletin-board is against the rules.
