Method to create badges in Game Explorer no longer exists

Issue Description:
This devhub article says that Badges are created in the Game Explorer, however when I go there the “Badges” button is nowhere to be found.

they really should add badges folder to asset manager

Game explorer is being replaced by asset manager.

uh game explorer DOES exist, asset manager is currently a toggle-able beta feature.
