New UIConstraint - ClippingConstraint

As a Roblox developer, it is currently too hard to make guis clip correctly in rare cases. Making a gui clip correctly often requires creating a branch of invisible frames that align with the rest of the non-clipping interface, which may be difficult to manage in some cases. Additionally there is no way to override inherited clipping behavior to make a specific gui not clip under certain circumstances.

It would be nice to have a constraint that give us more control over these behaviors.
