So I have ranked my alt account to the highest rank and I have everything checked on the role but for some reason, not everything would show.

For payout you have to go into Revenue, then when a box appears, press Payouts

Yes, it was created like a year ago.
Then why is Spend Group Funds an option?

May be an issue on roblox’s end.
i dont know how long the alt needs to be on the group to be acceptable for funds.
Because it allows them to spend the groups funds on ads or sponsorship.
Yes I believe this is a recent bug.
I’ve never left a certain group, but the Owner took away permission and gave them back, and now I do not have access to the payouts tab whilst having all permissions, exactly shown in your screenshots.
I did used to have access to the menu before that
It used to work before but now it doesn’t show.
this still seems to be a problem. Permissions don’t work as they should
Only owner can have access to payouts. That’s as simple as that.
