My game has always been elligible to publish to all ages but only it has only recently started saying “Not eligible to publish to all ages”. I have not updated the game for a month and up until three days ago, it was perfectly fine.

No, you are not eligible as you do not own Premium nor Plus which is a new requirement to publish to ages 9+.

The slider told you that you are eligible for “Select”, which is the correct behaviour.
