Those are baked textures with fake pbr “shadows”, not actual normalmaps. it appears flat at high graphics with shadowmap / voxel cuz there is no pbr implementation for local lights for them.
proof: see in baked texture, shadows poins towards only one directions, unlike actual normalmapping using future lighting for local lights.

The current dynamic indoor is just terrible. I’d rather have manually baked cubemap, or parallax corrected. Not to mention global specular instead of part.specular forcing us to manually change brightness of metallic map then re-import.
I don’t even know why this is not even an option yet, we’ve been asking for this over 6 years already. We don’t necessary need ray tracing. Just at least give us control over stuff. FiB is literally a joke without Screen Space Reflection or cubemap.
Things about performance, isn’t that’s what “Beta-feature” option in Roblox Studio is for? It’s not meant to be perfect at first. Just try to do it, then receive the feedback then you can improve than not even consider this.
Roblox is way too behind comparing to other engines out there, only thing keeping us all here is probably the facilities Roblox provided and the platform.

Now the honest question is… Do we need reflections?
YES WE DO! we are tired of using the glass trick! the glass trick only works visually best if your focusing it on 1 view.
SO we need reflections, Or just make surfaceguis wrap around non-cubic forms.
Thats what we need atleast, but we would love to have these type of real time Reflections AND surfacegui being wrappable around, surfaceguis being wrappable will come in handy like car vinyls or gun paints, or heck. its limitless, it can be anything.
So if it worked so good in a hack week demonstration 2019, (which is 6 years ago).
It shouldn’t harm bigger modern day devices that are designed to handle reflections.
Now reflections should be editable, and things like if its going to reflect ‘‘overstack’’ can be modifiable, and things like if the reflection is ‘‘depth-based’’ or ‘‘flat’’.
So please roblox, Just add SurfaceGui Wrapping and majority selective choices that go along with these type of reflections!
(sorry i had to write a history-essay, i just haven’t discussed about reflections before like in millieniums.)
