I have a game that relied entirely on existing audio and now doesn’t have music anymore. Neither does this new one tha also does the same thing. Am I able to take these tracks and submit them myself So that I can use them?

You actually can, however you must stay within the audio cap to re-upload them. I believe this resource might help 
Oh then that;s fine I have 2,000 uploads per month and I don’t know how but that wont be a problem
