seat replication is different that just not replicating to other clients- it only replicates if the player has a vehicle distributed to it. In a car group that I frequent, this is known as “arm lag” when someone who is not the driver is distributed a vehicle (you can tell because the person who was distributed is sitting), and causes massive headaches for everyone.
If you’re going to fix seat replication, at least do it after you allow people to know who a physics body is assigned to and able to switch physics bodies to other players via server scripts.
