It’s a very nice system, simplistic in nature but the effects are gorgeous! I can definitely see this being utilized for group events and holidays.

This implies you can’t encourage real-world activities, not that you can’t have fireworks within experiences on the platform.
If you gave everyone fireworks in-game to shoot at each other and a user interface states “Why not try this with your friends in real life? So much fun!”, that would be violating this rule. Otherwise this rule would extend to any game which includes a gun or other weapon.

Fireworks are not against tos, it states “dangerous misuse” of fireworks.
Infact roblox have a fireworks gear.

It says dangerous misuse, so if you put a firework inside of a house or something then that might get you banned but using it at like some display or show or something would be fine.
