The bigger issue is that Roblox takes such a huge cut from developers that it is hard for plugin authors to even get back the money invested in developing the plugin.
Take for example a plugin priced at 1000 Robux:
1000 R$ for a plugin is the listed price.
Roblox takes a 30% cut leaving 700 R$ for the author.
Roblox currently offers an minuscule developer exchange rate of USD 0.0035 per Robux. So that means the author makes a profit of: 700 x .0035 = $2.45 USD per sale. That’s not a lot of money making it back to the author.
As an experienced UI Designer, I have to say, people who complain about the price are in the wrong here. I was surprised that this asset pack is being sold for ONLY 1.2k Robux, I would price this at minimum 15k for the quantity and quality for this pack.
Looks very sharp and clean, I myself will not be purchasing this but I can guarantee you that many UI Designers would not be able to replicate this for a cheaper price.

Implementing Dynamic Bars
The screenshot below shows how to dynamically set the signal bar strength using the ClipsDescendants property and adjusting the size of the frame to show or hide the enabled bars.
