The user doesn’t have a trust level visible meaning that they are allowed to respond to the post. I have also tested this with an alternative account and also saw the reply button.
This should be posted in #forum-help:forum-features since it’s not a technical issue, just a misconfiguration(?) (e.g. human error rather than machine error) of forum settings by community management.
