This video shows that even with water transparency set to 1, there is still fog underwater
Changing the lighting’s fog properties does not affect the underwater visiblity
This is problematic for our game because we were hoping to have deep sea monsters, and with fog activating at 100 studs it is going to be very difficult to have huge beasts

Definitely agree, when looking straight down through very deep water you cannot see anything at the bottom of the body of water. My expectation for setting water transparency to 1 is that I can see straight through (ie. crystal clear). The current behavior is what I would expect at Transparency = 0.9 or something.
Alternatively, perhaps underwater fog distance should be decoupled from surface transparency. It would be nice to have explicit fog properties like Lighting does.
The current behavior painfully detracts from one of my own underwater environments.
