Pretty sure it’s the City Loader Plugin without the grass ground, however it may also be not because I’m not sure if this plugin works for such a big scale/distance/radius.
Well, I just zoomed in onto the image and yes, the roads are terrain and buildings are the same red-ish shade as the mentioned plugin. So yeah… I’m honestly pretty sure it’s just the City Loader Plugin.
