Add Category for Open Cloud/API Bugs

I have recently encountered problems with Open Cloud DataStore API not functioning as expected. I headed to the DevForum to check for API/OpenCloud Bug Report section in #bug-reports but nothing there.

Something along the lines of API Bug Reports should be added as it’s own sub category to #bug-reports category.
