If I would add a discord link to my game that is rated 13+ in age questionaire, do I have to check AllowedExternalLinkReferences for every player?

The reason that it is granular to specific features instead of just saying whether the User is 13+ or not is because certain 13+ Users have different restrictions compared to others. Even though most 13+ Users are allowed to see External Links or are allowed to use lootboxes, some are not (for the latter, Users in UK must be 18+ to use lootboxes, and Australian users cannot use lootboxes at all).
So, yes. If a Policy exists for a feature, you should toggle that feature depending on whether it is enabled, even if your game’s rating means that most of your playerbase will have access to the feature anyway. I don’t believe there are any regional differences today, but there could be, or they could be introduced in the future.
