Options to throttle/query bandwidth

The Incomming[sic]ReplicationLag option can be used to simulate high ping, which is convenient for testing purposes. There should be similar options that throttle global upload and download speed, so that developers can test their game’s UX for users with slower internet speeds.

Additionally, there should be upload/download stats that developers can use to dynamically decide how to limit/prioritize data that is transferred between the server and the client.

TECHNICALLY you can do this seperately if you change the IncommingReplicationLag independantly on the server and client.
