Unexpected = Surprising, Shocking, or Unpredicted
Development = Event, Growth, or Progress
There’s a lot of ways these two words can be interpreted together. But I personally am taking it as “some event or series of events happen that the player isn’t expecting”. Maybe a plot twist or unique take on something.
