This section covers the restrictions and limitations placed upon the departments of Celvestia and what their tasks and capabilities are. It will list some of the procedures associated with the departments. However, due to the maximum character limit for the Universal Decree document I had to move this section to a separate thread entirely. Hope there’s no inconveniences!

Department Procedures & Laws
When assigned a task you must take it seriously and meet the given deadline if you were assigned one. Failure to take the task seriously will result in either a warning or a demotion to the Grade below you.
None of the other Siderian and Venerian Grade members can forcibly take control of your task. They must for have your consent if they wish to participate or take control of the task you’re working on. However, if it is deemed by the majority of the S & V Grade that you’re failing to meet the goal for your task then you will be swiftly replaced.
Votes can and will be held to replace S & V Grade members if they fail to accomplish their tasks and meet the set requirements to stay as an S & V Grade member. These votes could be based on community or just on the S & V Grade members themselves.
Tasks shouldn’t be combined with tasks from other departments unless you have the approval of the Venerian Grade and the Venerius himself. Basically you can’t multi-task unless you’re allowed to. You’re more than welcome to have tasks from different departments given to you, however, you can’t combine tasks from different departments, only from within one department. All of this is to prevent the hindering of progress for the tasks being combined as we’re trying to remain productive, organized, and logical in our approach.
When working with tasks from the External Affairs department, the S & V Grade members should already be aware of sections 6 and 7 of Celvestia’s Guide if they were to approach negotiations between future allies or enemies and/or establish alliances that must meet the set requirements.
When working with tasks from the External Affairs department, the S & V Grade members must be respectful and appropriate towards our allies and other foreign nations. We must show the best of what Celvestia has to offer at any given moment.
When working with tasks from the Community Relations department, the S & V Grade members must be respectful towards the community and actively work alongside them in order to become their ‘voice’. These department members must also keep in mind that their tasks will also affect the progress of the other two departments because of the potential impact from the community’s response to the completion of such tasks.
When working with tasks from the Internal Affairs department, the S & V Grade members must work effectively and diligently with the Venerius himself in ensuring that the structure of Celvestia is in-tact and being enforced around all of its corners, twists, and turns.
The three departments must cooperate with one another and share their progress so that everyone is kept up-to-date with where all the S & V Grade members are currently at.
Some tasks will have multiple S & V Grade members assigned to work on it. In this case, you will be expected to work with those members as if it were a school project. Failure to cooperate will have you excluded and replaced from that team project and quite possibly from future ones as well.
Community Relations tasked department members are to not abuse their powers in any way, shape, or form to abuse and/or take advantage of the community for either personal or monetary gain. Any step out of line will result in an immediate expulsion from the current Grade you’re associated with and quite possibly a severe consequence associated with a Level 4 punishment of the highest degree (refer to section 5 below). You are to only complete the tasks given to you. No loop holes.
External Affairs tasked department members are to not harass and insult our allies nor our enemies and are required to maintain a professional presence when on foreign soil. Causing drama between Celvestia and foreign nations will result in a Level 4 punishment depending on the severity of the situation (refer to section 5 below).
Internal Affairs tasked department members shall not tamper with any of the infrastructure documents and programs that are set in place. If these department members are caught forging and fabricating results, documents, letters, database information, and so on, will be given a Level 4 punishment of the highest degree (refer to section 5 below).
Community Relations tasked department members will deal with members who have past issues with one another and are ‘supposedly’ unable to cooperate and collaborate with each other. This is listed under the departments section as it is a gray area for most when it comes to past dramas and setting aside indifference’s. These members could also be S & V Grade members which is where the Community Relations department members would step in and work with both sides towards an optimal resolution.
External Affairs tasked department members are considered to be the hub connection between our allies and Celvestia. They host the communication hub that brings us closer to our allies and some S & V Grade members are tasked with managing the Celvestian Alliance Discord Server.
The Branches of Celvestia is governed by the Internal Affairs department members with their associated tasks and this includes laws as well.
The Community Relations tasked department members are the ones that approach cases of power hungry Celvestians within the structure and bring up for vote the possible outcome of the Celvestian in question.
Actions made/executed by department members who were tasked can be overturned/veto’d by an S & V vote.
List of objectives and tasks will be posted in the Discord Server for Celvestian S & V Grade members to look over to check for tasks that they can work on for the nation.
If the task has a long time duration for its completion then the S & V Grade member is required to post in reviews of the progress for his/her task either daily or every other day.
When it comes to the database, Internal Affairs department tasked members are the ones to approach any issues regarding mishaps with the Celvarium assigning while the Community Relations department tasked members are to focus on how the points were distributed if they were to cause an issue (such as favoritism).
The S & V Laws and the Common Laws still apply to the Department Laws & Procedures of Celvestia. No one is above the Universal Decree.
There are no loopholes to these laws and procedures. Attempting to weasel your way around any of these laws and procedures will result in a prolonged punishment.

This will be updated continuously and act as a section of the Universal Decree until further notice.
