UGC Bundle Modesty Guidelines are ridiculous

As someone that makes UGC on roblox and has done a few bundles in the past, it is currently nearly impossible to make things people like due to how tight and ridiculous the rules for bundles are and how easy it is to get banned.

To sum it up very briefly, there’s a strange requirement where you have to have a modesty layer on the body, specifically where private parts would be except for the fact that literally nobody wants to have a bundle where the modesty layer goes over their pants. for a longer more in depth set of rules to read here’s the page for it specifically: Marketplace Policy | Documentation - Roblox Creator Hub

While it doesn’t look like too strange of a requirement firsthand, the main problem is that this modesty layer shows up even when you’re wearing 3d pants or 2d pants especially. and this… ruins many outfits and makes people not really want to buy bundles unless they have a 3d clothing that covers this hideous huge black block.

One thing that i will show that is pretty evident going by what I’m saying is the best selling past day page, you will notice that a lot of bundles that are selling decently don’t have a modesty layer or a transparent one. the fact that a mass majority of best sellers are either roblox bundles that are older and don’t have a modesty layer or bundles that don’t have a modesty layer shows you what the playerbase actually wants… they don’t want huge black undies on their character

Suggestion

Making it so if you are wearing pants 2d or 3d the modesty layer disappears; the modesty layer would be a seperate image texture for this to work out and be relatively easy to implement this way

“What about the people that try to run around nude without a modesty layer?”

there’s a 2d modesty layer already implemented into roblox and has been a thing for YEARS. and it looks like this. while this is a slightly annoying thing to have, putting on pants removes this modesty layer while the UGC bundle modesty layer doesn’t have it get removed if you have clothes on.
image

“what if the bundle has surfaceappearance on the torso, where it prevents 2d clothing to show up?”

There should be a texture object that gets added where its solely the modesty layer, and layers over the other texture of surface appearance, but only disappears if theres no pants on 2d or 3d.

Honestly if a system like that was implemented where there was a separate modesty layer image that toggles on and off depending on what you were wearing, people wouldn’t be trying to get around this obstacle. and other players could use bundles more properly just like how roblox dreams

Other moderation predicaments

For awhile I’ve seen a good bit of people talking about how the rules for bundles are just overly strict to the point people are actually QUITTING on making them. For example there is one tweet i saw today regarding this topic and it’s pretty sad to see that people just don’t make bundles anymore due to the restrictions there are.

If you take a peak at the comments you can see there are multiple UGC creators agreeing with OP and sharing their experiences with moderation.

To put it simply, creators SHOULD NOT have to worry about getting banned just because they are either experimenting something new, or just trying to make something thats not botched by the current required modesty layer

Below i will put more references of posts and threads regarding complaints or just auto moderation issues regarding bundles

Thank you for making this post, Blizzei. I genuinely hope this post has an impact on how bundles/dynamic heads are moderated.

Everything in this post is so true. Bundles could be such a big part of the platform if creators are just allowed to be CREATIVE. There are just so many restrictions that it can feel impossible to make anything outside of a standard metaverse-looking character.

I don’t want to always have to play it safe when creating new ideas out of fear of getting banned, it is really demotivating and I can see why so few bundles are being uploaded recently

I agree.

Bundles are by far, my favourite UGC to make. It’s unfortunate that I need to take a hiatus from making them as to not interfere with my games that I work on (being banned even for 3 days can be detrimental as I will not be able to patch bugs etc.)

It’s also ridiculous how it costs a substantial amount of robux to upload, and then you do not get this robux back when the bundle is rejected.

RIGHT? i genuinely want to make things that look good and make different variants of bundles but i literally can’t do that because if i do it would just stack up my bans. I’m a little afraid to make bundles at this point forward because i don’t want to experience seeing years of work wiped away over some random purge again

I wish we understood their thinking behind the modesty layer. Recently my Mermaid bundle was left in limbo on whether or not it would be allowed without a modesty layer even though it follows their rules to the letter (having scales where the modesty layer should go allegedly should do).

Despite this, even if we did know, I don’t think moderation should be proactive (moderating at the point of upload). What they need to do is step up re-active moderation (where an item gets through, and if its inappropriate and gets popular, they remove it) because otherwise anyone who gets away with not having a modesty layer has a HUGE economic advantage to those of us playing by the rules.

Great post! I second everything said here. I wish the guidelines were clearer, and were a lot more lenient, especially for people that were in the program in the past.

ngl it should just be more lenient for bundles in general, but it being more clear in the guidelines would also help a lot since theres a good bit thats missing that should be clarified

I agree that modestly layers should have less restrictions, but i don’t agree that 2d clothing should be allowed on UGC bundles. Its an outdated system with very low resolution textures, and needs to be replaced a way to bake on high resolution 2d textures similar to the bakes on mesh system in Second Life. Allowing for user made avatars to wear the low resolution textures that “classic shirts/pants” have makes the Platform look outdated and bad for new users.

Bro I cant even get a texture approved WITH a modesty layer.

I keep getting day bans and my texture rejected.

Man my R6 Converter was just deleted yesterday presumably because of the lack of a modesty layer and it’s really unfortunate. The replacements all have these large and unnecessary black boxes over them that don’t respect 2D clothing. This layer is really unnecessary for these types of bundles and I wish Roblox would understand that and reinstate them rather than removing them and issuing refunds.

Same here, i ended up getting a bundle moderated bc the modesty layer was a few pixels short even tho i covered 90% of the lower torso??? :skull:

You could try to appeal it. A lot of the time it feels like it just depends on who reviews it as sometimes it will get through and sometimes it doesnt. But Roblox isnt great at appeals so you may just have to bite the bullet and re-upload
