Certain Bug Filers Follow Incorrect Practices

Certain staff members tasked with filing bug reports internally do not do their job correctly. Specifically, @Howimetted marks bug reports that are actually ‘Closed’ as ‘Fixed’ and does not lock them after doing so. This is inconsistent with the expected behavior (followed correctly by others like @thirdtakeonit and @Focia19), which is that reports are locked and changed to the correct status of ‘Closed’.

I don’t know where else to put this, so apologies if it’s not a bug, but I doubt it’d be a feature request either. Behavior should be consistent here.
