No, this is not a bug. Delete the registry key and delete the added files in Program files. Then, don’t run studio as administrator.
Like @NiiGHTMareeeeeee said, this is intentional behavior. This is because you ran it as administrator when you installed it (who knows why).
An alternative fix is to change the permissions in the registry to your user account and not administrator.
If anyone here is still having issues, delete the registry key Computer\HKEY_CURRENT_USER\SOFTWARE\Roblox\RobloxStudio in regedit. This will reset your studio layout and will most likely fix the problem.

Have you tried deleting the registry key in Computer\HKEY_CURRENT_USER\SOFTWARE\Roblox\RobloxStudio yet? This has fixed many issues so far, so it’s worth a try.
